Statute text
(1) The department shall distribute stop the bleed control kits to each school that chooses to administer stop the bleed training.
(2) For each of the 2023-24, 2024-25, and 2025-26 state fiscal years, the general assembly shall appropriate one hundred fifty thousand dollars to the department for the purpose of purchasing and distributing stop the bleed control kits to high schools, middle schools, and elementary schools. Any unexpended money remaining at the end of the 2023-24 and 2024-25 state fiscal years from this appropriation:
(a) Does not revert to the general fund or any other fund;
(b) May be used by the department in the 2024-25 and 2025-26 state fiscal years without further appropriation; and
(c) Must not be used for any other purpose other than the purpose set forth in this section.
(2.5) The department shall provide each school with its allotment of bleed control kits after a school has held a stop the bleed training.
(3) The department shall distribute bleed control kits according to the following:
(a) Schools with a population of over one thousand students that opt in receive ten bleed control kits;
(b) Schools with a population between five hundred and one thousand students that opt in receive five bleed control kits; and
(c) Schools with a population of less than five hundred students that opt in receive three bleed control kits.
(4) On or before July 1, 2024, and on or before July 1 each year thereafter through July 1, 2026, the department shall collaborate with the American college of surgeons' committee on trauma to submit a report to the health and human services committee of the senate and the public and behavioral health and human services committee of the house of representatives, or any successor committees, and to the governor on the distribution of stop the bleed control kits. At a minimum, the report must include:
(a) The total number of schools that opted in to receive stop the bleed control kits;
(b) The total number of people in schools who have been trained in stop the bleed;
(c) The total number of stop the bleed control kits that have been sent to schools; and
(d) The total cost of distributing the stop the bleed control kits.
(5) Any contract or agreement that the department enters into in furtherance of this section is exempt from the requirements of the "Procurement Code", articles 101 to 112 of title 24.
(6) As used in this section:
(a) "Bleed control" means actions that control bleeding from a person who has suffered a traumatic injury.
(b) "Bleed control kit" means a first aid response kit developed by stop the bleed that contains:
(I) One tourniquet endorsed by the United States department of defense committee on tactical combat casualty care;
(II) One compression bandage;
(III) One bleeding control bandage;
(IV) Protective gloves;
(V) One marker; and
(VI) One pair of scissors.
(c) "School" means a public school, school district, board of cooperative services, charter school, or institute charter school.
(d) "Stop the bleed" means the American college of surgeons' stop the bleed program that is administered by the American college of surgeons' committee on trauma.
(7) This section is repealed, effective July 1, 2026.
